This reports starts by setting out the economic fundamentals for Haiti: it argues that Haiti has far more favourable fundamentals that the ‘fragile states’ with which it is conventionally grouped. Section 3 of the report suggests why these favourable fundamentals are not currently being adequately realized: what is missing is a practical and focused economic strategy that clearly specifies the actions needed by all the actors that collectively determine whether Haiti will achieve economic security. Section 4, which is the core of the Report, outlines such a strategy.
