Those living with disabilities were underserved in Haiti prior to the January 2010 earthquake and were often hidden, shunned or stigmatized. The emergency response and reconstruction efforts after the earthquake provide an opportunity to amend past neglect and discrimination and assist persons with disabilities to live richer, more dignified lives. Designing interventions that take into account the specific needs and abilities of people with disabilities can have an enormous effect on improving their well-being and their protection.
An estimated 10% of the world’s population live with a disability. Persons with disabilities have the same sexual and reproductive health (SRH) needs as other people. Yet they often face barriers to information and services. This guidance note addresses issues of SRH programming for persons with disabilities. It is intended for SRH experts and advocates within UNFPA and WHO as well as those in other development organizations and partners.
La situation des personnes à besoins spéciaux est particulièrement préoccupante en Haïti. En effet, des 800,00 personnes vivant avec une déficience soit mentale, physique ou sensorielle, on estime environ 3% de cette population celles ayant accès aux services de santé, d’éducation et de réhabilitation dans le pays en dépit des interventions de nombreuses institutions et associations travaillant dans le domaine.
